Fair Play Regulations for the Chennai Olympiad

GENERAL PROVISIONS

The Fair Play Panel (FPP) will be made of 21 members and is chaired by Mr. Yuri Garrett of Italy, with Mr. Klaus Deventer and Mr. Alex Colovic acting as Deputies.  Players are required to comply with FPP instructions failing to do so may result in the application of Art. 12.9 of the Laws of Chess.

Apart from performing checks on individual players, FPP Members will share with the Arbiters the responsibility to inspect the premises and to control any interaction between the players and any other person in the venue, including other players and captains. In general, their powers include anything that is deemed necessary to ensure Fair Play during the Olympiad.
Match Arbiters should keep a (written) record of a player’s suspicious behavior (such as a player leaving very often the playing area or other suspicious circumstances). In case of suspicious behavior the Match Arbiter will inform the Sector Arbiter and the FPP.

There will be separated smoking areas for Captains and for Players in both Sections, in order to avoid contact between them. Smoking areas will be supervised by FPP members and/or volunteers.

In order for the above measures to be successful and fair play guaranteed during the Olympiad, mutual cooperation between Players, Captains, Arbiters and FPP is of the essence.

Captains must inform the players about these procedures and secure the availability of their Players for any checking.

BEFORE THE START OF EACH ROUND

– X-ray frames at the entrance to the playing hall;
– security staff to check bags and belongings;
– random scanning by FPP members or volunteers;
– electronic devices, watches and pens are not allowed into the playing hall and should be left in the storage areas. This applies to both players and other persons accessing the area. Any person entitled to carry an electronic device shall be readily identified by a badge or other accreditation means;
– players and captains are strongly recommended not to take wallets into the playing area.

DURING THE ROUND

– FPP members will be discreetly observing play, with a view to identifying potential suspicious activities and/or behaviours;
– FPP members may perform fast random check with the use of non linear scanners, thermal scanners and/or handheld scanners. These random checks will take 5 to 10 seconds each and will not take place during time scrambles. If a player refuses to cooperate with these obligations, the FPO shall inform the Chief Arbiter who shall take measures in accordance with Article 12.9 and forfeit the player;
– where the FPP deems it appropriate, more thorough checks may be performed by the FPP, pursuant to art. 11.3.3. of the Laws of Chess (in a private room, in the presence of at least two officials). If a player refuses to cooperate with these obligations, the FPO shall inform the Chief Arbiter who shall take measures in accordance with Article 12.9 and forfeit the player;
– any possible Complaints by Players or Captains during the rounds will be handled according to the FIDE Fair Play Regulations and the players or captains complaining will be asked to fill out the In-Tournaments complaints form. Failing to do so will result in the complaint being dropped or being considered as witch-hunting (for example in case the complaint was not discrete).
 

IMMEDIATELY AFTER THE END OF THE GAMES OF EACH ROUND

Thorough random checks to be performed in the FPP room; the Match arbiter will inform the selected players immediately upon ending their game. Players are expected to wait for an FPP member to escort them from the board to the FPP room, and should never leave their board without an officer taking them to the FPP room.

 

IN-BETWEEN ROUNDS

All games will be checked by Prof. Ken Regan’s software and the Fair Play Officer in charge and the Chief Arbiter will receive daily relevant reports. These reports may trigger unobtrusive reactions by the FPP as also more intrusive action, upon the discretion of the FPP.
